Is Force Stop The Same As Uninstall?

You will notice this while the Force Stop button is active; the Uninstall (or Remove) button will be greyed out in this state; however, the Uninstall (or Remove) button will become active after the programme has been stopped using the Force Stop button. (By the way, you can tell that the application in question is one of the system apps since it cannot be removed if both of its buttons are disabled.)
