TL;DR: On the second controller, press and hold the PlayStation logo for a few seconds. The PlayStation 4 will inquire as to whether you would want to use it as a second controller. If you confirm the connection by selecting yes, the additional controller will be linked, and the light bar will turn red to show that there are now two controllers in use. The controller indicated by the blue light is the first one.
