Go to the Audio Settings (speaker icon) and change the settings. You won't be able to hear the conversation audio if this option is off, and you won't be able to be heard in chat. By default, the voice chat method is set to "Push To Talk." This setting must be set to "Open Mic" in order to be heard in chat anytime you talk.
