Am I Blocked If IMessage Doesn't Say Delivered?

If the iMessage fails to send, even after repeated attempts at sending the message, and if the message turns green rather than blue, the person may not have cellular service, may not have a data connection, may be having issues with their cell service, may be having issues with their iPhone, may not have iMessage turned on, may use an Android phone (or another smartphone that does not support iMessage), or may not have an iPhone at all.
