On the iPhone, go to Settings > Messages > Text Message Forwarding, and then de-select the iPad from the list of devices. By doing this, the iPad will no longer get the SMS messages that are received on the iPhone. If you wish to completely cease using iMessages, you will need to sign out of the Apple ID that is associated with the iPad's Messages application.
