They are set to inactive by default so that you have the opportunity to get your pictures and other content organised before they are shown to everyone else. Sometimes, however, they are set to inactive by LL if they delist them for some reason, in which case you can submit a ticket to find out why they were delisted (usually because the content was posted in the wrong category).
