When a potentially dangerous meteorological or hydrologic event is happening, is imminent, or is likely to occur, a warning is issued. A watch is issued if there is a considerably elevated danger of a hazardous meteorological or hydrologic event but there is still uncertainty about the event's occurrence, location, or timing.
