No. Similar to how a broadcaster could acquire the rights to air certain episodes, movies, and sports events on its network, Netflix will pay for the licences necessary to stream material to their consumers. They are able to do that because the owner of the copyright has given them permission (and they have compensated the owner). Video that is streamed online does not violate any laws on its own.
