If you have not opened it, you may theoretically reject it; just write the word "refused" on it, hand it back to the mailman, or drop it off at the post office. If you have opened it, you can't refuse it. If it was sent by priority or first class mail, it will be returned at no cost to the sender. However, if it was sent via parcel post or media mail, or if it contained bound printed materials, the sender will be responsible for paying the postage due.
