Every every communication sent through Telegram is constantly and completely encrypted. Messages sent in Telegram's Secret Chats are encrypted using client-client encryption, whereas those sent in Cloud Chats utilise client-server/server-client encryption and are encrypted before being saved in the cloud (more here).
